You should use what you learn in the assessment to determine how well you address the four phases of emergency management as outlined by the Department of Homeland Security (DHS): prevention/ mitigation, preparedness, response, and recovery. Your all-hazards plan provides a basic framework for responding to a wide variety of emergencies by addressing those that can happen anywhere as well as those specific to your location. Your EMP:
    • Ensures a tailored, all-hazards approach for emergency preparedness that accounts for natural, accidental, and intentional incidents and their prevention/mitigation, preparedness, response, and recovery initiatives.
    • Includes emergency preparedness, fire prevention, and contingency operations, such as points-of-contact and meeting places, and integrates and leverages local resources, such as community-initiated automated alerts and liaison with first responders, particularly local police and fire.
    • Evaluates specific incident-related response protocols, such as evacuation, lockdown, and Run. Hide. Fight., and critical features such as safe rooms, shelter-in-place, assembly areas, and relocation sites.
    • Assesses your communication capabilities, emergency management teams and their training, and incident reporting and investigative methods.
